NOVA History Highlight
In October 1990, NOVA wrote a letter to Secretary Edward J. Derwinski supporting his actions to investigate the allegations raised regarding the Cleveland VAMC on the ABC-TV Show “Prime Time” which aired September 27, 1990. Congress included $10.6 million for VA’s Health Professional Scholarship Program for FY91, $1 million more than appropriated for FY90, and placed it in a separate account. NOVA’s testimony on childcare in VA facilities provided an additional boost for a comprehensive childcare bill included in the FY 1990 Omnibus Budget Reconciliation Act that addressed the critical need for childcare in the U.S. Legislative priorities continuing at the end of 1990 included: Extending Saturday and Sunday premium pay to all licensed practical or vocational nurses and nursing assistants; allowing re-employment of retired VA nurses without reductions in pay; allowing outside employment, exploring the options and support for cadet nurses retired before 1986, and part-time VA employees’ retirement equity.
NOVA endorsed “The Price of Peace,” the FY 1991 Independent Budget for Veterans Affairs, a budget formulated and presented to Congress by a coalition of Veterans Service Organizations. NOVA also endorsed an educational brochure developed by the Nurses Coalition for Legislative Action for lobbying Congress to appropriate money for nursing education and research. NOVA closed 1990, celebrating a decade of excellence and commitment to caring. NOVA’s successful and intensive lobbying represented a significant victory for NOVA and for all who supported this legislation.
